She has an eye for stunning design and a beautiful mix of problem solving, thinking on her feet, and compassion for her clients. 

Joycelyn knows how to create magnificent experiences for her clients through a mix of chic design and quirky unique touches that elevate Sparkling Sapphire Events above the others. 

Joycelyn's attention to the small details extends to ensuring a client's budget is honored and managed well from beginning to end. Her favorite part of each event is to see the pure bliss on her clients faces along with their guests. 

As a motivational Christian speaker, Joycelyn has the anointed purpose to motivate children, teens, and young adults. She has a special internal magnet that attracts the youth and through the touch of God she ministers to them.

For the last 25 years she has mentored, ministered, and mothered children of all nations. When on stage, alongside her husband Efrain Rios, she has the magic to transform and touch the audience through the word of God.
